Panel Recommends Narrowing Virginia Open Records Exemption

NEWPORT NEWS, Va. (AP) - A state panel has recommended narrowing an exemption to the Virginia Freedom of Information Act regarding documents used by government executives when deciding policy matters.
    
The exemption allows the governor, city managers and county administrators to withhold the documents, known as working papers, along with their correspondence.
    
A subcommittee of the Freedom of Information Act Council recommended revising the exemption on Tuesday to clarify that all correspondence used in decision making can't be kept secret. The panel said government executives could still withhold emails and letters.
    
The newspaper says the subcommittee denied its suggestion that the documents should become public once a government executive has made a decision on the matter for which the papers were used.
