Dover Community Homeowners Allowed to Contest Rent Hike

DOVER, Del. (AP)- The Delaware Court of Chancery has ruled that approximately 220 homeowners in a manufactured homes community in Dover have the right to contest a 2015 rent increase.
    
Vice Chancellor Sam Glasscock III says the Wild Meadows Home Owners Association is covered under the Rent Justification Act and can continue with a currently stayed Superior Court case over a proposed $45.74 monthly rent increase.
    
Arbitrator Ciro Poppiti III says the proposed increase, which would raise the cost of rent to $485.39, is unjustified.
    
Wild Meadows Homeowners Association President Fred Neil says December Corp. is looking to fund $102,000 in community repairs.
    
Attempts to reach December Corp. for comment were unsuccessful.
    
The 55-plus age neighborhood sits just east of U.S. 13 near Dover International Speedway.

    Authorities investigate after at least 25 dead horses were found on a rural property in Wicomico County, Maryland Friday morning. Lt. Tim Robinson of the Wicomico County Sheriff's Office said around 11 a.m., the Sheriff's Office, in conjunction with Wicomico County Animal Control, began an investigation into the report of the presence of deceased horses on the property outside of Hebron.
