DSP Conducting Death Investigation in Milford

MILFORD, Del.- Delaware State Police are conducting a death investigation after a suspect tased by police last month died yesterday.

Police say Lionel Waters, 35 of Milford, was being cared for at the Hospice Center of Delaware and was pronounced dead on Saturday.

The Delaware Division of Forensic Science was contacted and an autopsy was conducted. The results are pending.

Back on December 20, Police say they were conducting a warrant attempt for 36-year-old Richard Wilson in the 600 block of Milford-Harrington Highway. 

Upon arrival, troopers say they saw Waters in the home. Police say at the time Waters would not provide any information about his identity or allow troopers access to the residence.  

According to state police, troopers then began to leave when Waters opened the front door and told them he had a weapon. Police say they observed what appeared to be a firearm in his possession, and told Waters to drop the firearm. Police say Waters refused to comply, became agitated, aggressive and actively resisted arrest. 
Police say a trooper then tased Waters, and fellow troopers assisted in arresting Waters. Troopers requested an ambulance to respond in reference to the taser deployment.  

According to police, Waters went unconscious at the scene and troopers realized he had gone into cardiac arrest. Police say the officers immediately began administering CPR and additional life-saving efforts until paramedics arrived. He was then taken to the hospital in critical condition. 

The trooper involved is a six year veteran of the Delaware State Police and has been placed on administrative duties.
The investigation is being conducted by the Delaware State Police and the Attorney General’s office.
