DOVER, Del.– Delaware State Police say a Dover man has been arrested and charged with his 4th offense DUI.

Police said that on Sunday, troopers responded to the Wawa on East Lebanon Road in Dover after getting reports of a suspicious vehicle where the occupants were seen sleeping for several hours at one of the gas pumps.

Troopers said they had to wake up 31-year-old Jacob V. McGuckin of Dover, and his passenger, 28-year-old Rachel N. Haslett, also of Dover. According to police, both showed signs of being under the influence of drugs and alcohol. A searched turned up drug paraphernalia consistent with making crystal meth, trooper said.

Both were arrested and taken into custody.

Police said a check into his driving record revealed that McGuckin had three previous DUI convictions in June 2005, June 2007 and December 2007, respectively. He was charged with his 4th offense DUI of alcohol/drugs and possession of drug paraphernalia and ordered held in the James T. Vaughn Correctional Center in default of a $5,500 secured bond.

Haslett was charged with possess or consume prescription drug not a controlled substance without prescription. She was arraigned and released on a $500 unsecured bond.
