Millsboro Man Wanted on Assault Charges Turns Himself in

MILLSBORO, Del.- Delaware State Police have made an arrest in an assault case stemming from an incident alleged to have occurred in late December.

Troopers said 24-year-old Cecil T. Hicks, of Millsboro, turned himself into detectives in Georgetown on Wednesday. He was charged with second-degree assault, possession of a deadly weapon during the commission of a felony, aggravated menacing, first-degree reckless endangering of the welfare of a child, and criminal mischief, according to police.

Police said that on Sunday, Dec. 20, 2015, troopers responded to a home on the 34000 block of Starboard Court in the Rehoboth Shores development for a reported domestic incident in which gunshots were fired. Police said the investigation revealed Hicks came to the home looking for his 29-year-old girlfriend and was going to hurt her with a weapon.  When he was informed by her 12-year-old daughter that she wasn't at the house, police said Hicks became extremely irritated and began damaging personal belongings in the house.  The 12-year-old was able to get away and ran to a friend's home in the neighborhood. 

Police said that a short time later Hicks was seen outside of the victim's home arguing with the 29-year-old woman and when she began to run away from him, he pulled out a handgun and began shooting at her while chasing after her.  Police say the woman was able to get into a car with friend and leave the area, but not before being physically assaulted.  Hicks also took off and was on the run until he turned himself in on Wednesday.

Following his arrest on the aforementioned charges, Hicks was ordered held in the Sussex Correctional Institution on $34,500 secured bond.
