BETHANY BEACH, Del.- A federal declaration signed by President Barack Obama on March 16 declared a major disaster exists in Delaware. The declaration ordered federal aid to supplement state and local recovery efforts in areas affected by the January winter storm.

The declaration will cover repair cost paid out by the state and some local governments, but will not include beach replenishment.

"If it's not going to restore the beach, it's useless. I don't know what they are going to spend the funds on then," said Sami Oruc, a frequent beachgoer in the Bethany area.

The relief fund details specifically state in part, the aid will cover emergency work and the repair and replacement of facilities damaged by the severe winter storm and flooding in Sussex County.

David Small, secretary of the Delaware Department of Natural Resources and Environmental Control, said the declaration does not apply to Delaware ocean beaches because a significant amount of federal funding is already being applied to beach replenishment.
