Seaford Prostitution Ring Bust Leads to 6 Arrests

SEAFORD, Del.- Six people are facing charges following a month-long prostitution investigation in Seaford.

Seaford police, assisted by Delaware State Police, the Department of Homeland Security, Immigration and the Delaware Attorney General’s office, executed multiple search warrants within city limits on Thursday. 

According to police, the search warrants were the result of an investigation into prostitution. Six suspects were arrested and a large quantity of cash and a vehicle were seized, police said. The suspects were identified as:

  • Sonel Alexandre, 37, of Seaford, charged with second-degree promoting prostitution and permitting prostitution;
  • Serge Frantzein, 24, of Seaford, charged with second-degree promoting prostitution; 
  • Wilbert Francois, 48, of Seaford, charged with second-degree promoting prostitution; 
  • Omar Pacheco-Rojas, 37, of Seaford, charged with second-degree promoting prostitution;  
  • Anabel Peralta, 25, of New York, charged with prostitution within 1,000 feet of a church;
  • Yicauris Bibo-Mancebo, 36, of New York, charged with prostitution within 1,000 feet of a church

Bond Information is pending court arraignment.
