Dover Man Arrested on Drug Charges

DOVER, Del. - Police have arrested a Dover man on drug charges after they say they watched him drop a plastic bag from his balcony to a balcony down below.

The incident happened at 4:35 p.m. Tuesday at the Bayard Apartments on West Loockerman Street in Dover. Police say 43-year-old Jermaine Harmon could be seen on the balcony of the building as officers were helping probation and parole officers with an administrative search on the fourth floor.

After witnessing Harmon drop the bag, officers say they picked it up and found it contained 83 bags (8.3 grams) of heroin and 2.1 grams of marijuana. Harmon was taken into custody and found to have three additional bags (0.3 grams) of marijuana with him, according to police.

Harmon was committed to JTVCC in default of $60,500 secured bond on the following charges:
-Possession with Intent to Deliver Heroin
-Possession of Heroin
-Tampering with Physical Evidence
-Possession of Marijuana
-Possession of Drug Paraphernalia
