Smyrna PTO Treasurer Arrested for Internal Theft

SMYRNA, Del. - The treasurer for the Smyrna Parent Teacher Organization, or P.T.O., is facing charges for suspected internal theft, authorities said Thursday.

According to the Smyrna Police Department, detectives were first notified in March of 2016 of thefts from the organization, and an investigation was launched. Police said their investigation determined that over the course of nearly two years, 39-year-old Kellie Sullivan-McGovern, of Smyrna, used a debit card issued to her as treasurer for personal use.

Police said the organization's debit card was used at a variety of locations including gas stations and liquor stores and bought various items including baseball tickets, jewelry and clothing. Police said the card was also used for ATM withdrawals.

Sullivan-McGovern was arraigned at the Justice of the Peace Court #7 and was charged with two counts of felony theft of $1500 or greater, 136 counts of unlawful use of a payment card, and one count of falsifying business records.

Police said the total loss to the Smyrna P.T.O. is estimated to be about $11,000. Sullivan-McGovern was released on $7,850 unsecured bond after her arraignment, according to police, pending a future court hearing.
