Updated: Suspect Arrested in Dover Robbery

DOVER, Del.- Dover police have announced the arrest of a man accused of robbing two people at gunpoint after he arranged to meet them to sell them a phone.
    
The robbery occurred on Aug. 29 in front of the E building of the Pine Grove Apartments on Webbs Lane, according to police.

Investigators said 24-year-old William Loper pointed a gun at two people who had arranged to meet him and demanded their property. Police said the victims gave cash, watches and a cellphone to Loper, who then ran away.
    
Loper was arrested on Sept. 13, after members of the U.S. Marshals Fugitive Task Force found him. He is charged with first-degree robbery and possession of a deadly weapon during a felony. Loper is being held on $76,000 bond.
    
Police note that people who want to meet up to complete online transactions in a safe place are welcome to do so outside the city police headquarters.
