SEAFORD, Del. -- The City of Seaford Police say they have arrested a man after a reported drug bust in early September.

Police say on September 12, at around 1:18 p.m., officers saw 20-year-old Charles Hopkins of Seaford acting suspiciously in the area of Chandler Heights Apartments. As he was running away from the area, crossing Eskridge Highway, police say Hopkins was seen wearing a black backpack; Hopkins later abandoned the backpack in the area. When officers found the bag, police say they discovered 823 bags of heroin, $1,342 in suspected drug money and Hopkins' identification inside the bag.

On Wednesday, September 21, Hopkins was arrested and placed on a $53,000 bond. Police say he is being charged with possession of a controlled substance in the Tier 5 quantity, possession with intent to deliver a controlled substance, tampering with physical evidence, possession of drug paraphernalia, and failure to walk in a marked crosswalk.
