Federal Indictment Links Salisbury Man And Son To ECI Smuggling Conspiracy

SALISBURY, Md.- A Salisbury man and his son are linked to the Eastern Shore Correctional Facility (ECI) smuggling conspiracy according to a federal indictment. Federal agents arrested 51 year old, Eugene Bowen of Salisbury, Wednesday charging him with smuggling drugs and contraband to his son, 25 year old, Orlando Bowen inside ECI. Orlando Bowen is an inmate at ECI and is also charged with smuggling drugs and contraband inside the facility. 

The house were Eugene Bowen lives on West Main Street in Salisbury was raided by federal agents early Wednesday morning. In the indictment FBI officials identified Eugene Bowen as an outside facilitator along with five other people from Salisbury. Twenty-nine year old Leondrus Higgins; 23 year old Markayla Reynolds; 23 Chavia Savage; 35 Angel Whittington and 29 year old Darren Dale are all charged as outside facilitators. 

 FBI agents said there are several recorded phone conversation over ECI's jail phone system between Eugene Bowen and his son Orlando Bowen linking them to the ECI conspiracy. In one recorded jail conversation Eugene tells his son Orlando "He already got it in the mail," referring to contraband according to the indictment. 

Each person charged in the federal indictment faces a maximum sentence of 20 years in prison for the racketeering conspiracy, and for conspiracy to distribute and possession with intent to distribute drugs at ECI.
