Ocean View Man Arrested for Lewdness

REHOBOTH BEACH, Del.- Rehoboth Beach police have arrested an 80-year-old Ocean View man accused of exposing and fondling himself in the men's restroom of the Rehoboth Avenue Bandstand.

Police said that at around 4:30 p.m. Sunday, a 37-year-old man told an officer that he observed a man, identified as Henry M. Palmer, standing at a urinal in the men's restroom and masturbating in full view. Investigators said the victim, alarmed by Palmer’s behavior, took a photo of Palmer and provided it to the police. Officers were able to locate Palmer a short time later in the same public restroom.  

Police said a subsequent investigation revealed that Palmer was also the suspect in a similar incident that occurred on Jan. 8. According to investigators, the victim in this incident, a 56-year-old man, reported that upon entering the same public restroom, he observed Palmer standing at a urinal masturbating. Investigators said the victim reported that he expressed his disapproval to Palmer, at which time Palmer turned around, placed his back to the urinal and exposed his genitals to the victim. 

Palmer was arrested for both incidents and charged with two counts of lewdness and one count of second-degree indecent exposure, which are all misdemeanor offenses. Palmer was released on a $600 unsecured bail.
