REHOBOTH BEACH, Del.-  Police arrested a Millsboro man on drug charges Sunday afternoon in Rehoboth Beach.

Police say 32-year-old Ian Stradley was first contacted by officers after crossing Rehoboth Avenue against a pedestrian control signal, causing a driver to come to a stop to avoid striking him.
According to police, Stradley was known to the officers from prior theft arrests in July.  Officers say Stradley was acting nervous, and they spotted a bundle of heroin laying on the ground next to where he was standing.  After searching Stradley, officers say they found a packet of heroin in his pants pocket.  They say the markings on the packet found in his pocket matched those found on the bundle of packets recovered from the ground.
In addition, a warrant check revealed that Stradley had multiple capiases for his arrest out of the Sussex County Court of Common Pleas.
Stradley was arrested for 1 count of possession of a controlled substance and 1 count of failure to obey a pedestrian crossing signal.  Stradley was committed to Sussex Correctional Institution in lieu of $3,800 secure bail.
