DOVER, Del.- Dover police say three people are in custody in connection with a deadly shooting that happened Tuesday night at the Pine Grove Apartments complex on Webbs Lane. A fourth suspect is still on the loose.

Police said that shortly before 9 p.m. Tuesday, officers responded to Pine Grove Apartments for reports of a shooting. When officers arrived on the scene, they found Dequan Dukes, 21, seated inside of a car between the D and E buildings, shot at least once in the upper body. Dukes was taken to Bayhealth Kent General Hospital, where he was pronounced dead a short time later.  During that time, a second victim, identified as 25-year-old Brett Scott, of Felton, arrived at the hospital with multiple gunshot wounds.

Police said Scott, along with 23-year-old Gregory Sellers, of Dover, 30-year-old Lisa Wagaman, of Dover, and 28-year-old Raymond Ward, of Wyoming, Del., planned to rob Dukes at the Pine Grove Apartments. During the attempted robbery, Dukes and Scott exchanged gunfire, fatally injuring Dukes and leaving Scott with multiple gunshot wounds. Sellers took Scott to Bayhealth Kent General Hospital shortly after the shooting. Police say that hospital visit assisted in investigators identifying the four as suspects. Ward is still on the loose.

Scott was charged with first-degree murder, first-degree robbery, first-degree conspiracy and possession of a firearm during the commission of a felony and ordered held on $302,500 cash bond.

Seller and Wagaman were both charged with first-degree robbery and second-degree conspiracy. Each was ordered held on $26,000 cash bond.

Ward is wanted on first-degree robbery and second-degree conspiracy charges. His last known address is the 100 block of Downey Oak Circle in Wyoming, Del.

The investigation is ongoing and anyone with information on Ward’s whereabouts is asked to contact the Dover Police Department at 302-736-7111. Callers may remain anonymous. Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333
