DOVER, Del. (AP/WBOC)- Gov. John Carney says he is delaying the release of an independent review team's final report on an inmate uprising and hostage-taking at Delaware's maximum-security prison during which a correctional officer was killed.

In a statement Friday, Carney's office said an Aug. 15 deadline for him to receive the report has been pushed back to Aug. 31. It will be released publicly on Sept. 1.

Carney's office said the postponement will allow the review team to fully consider an influx of testimonials from inmates and correctional officers, as well as a letter from the American Civil Liberties Union documenting inmate grievances.

In a preliminary report released in June, reviewers described the James T. Vaughn Correctional Center near Smyrna, where inmates seized hostages on Feb. 1, as dangerously overcrowded, critically understaffed, and poorly run and managed.

To date no criminal charges have been filed in connection with the incident.
