DOVER, Del. --- An employee of the Capital School District was arrested and faces charges including 1st degree murder in a fatal shooting this week at a Dover elementary school, city police announced Thursday morning.

Rodney West, who is employed by the Capital School District, was arrested in Montgomery County, Maryland, by U.S. Marshals in connection with the Tuesday night fatal shooting of Derrick Combs at Towne Point Elementary School, according to Cpl. Mark Hoffman.

Hoffman said West remained in Maryland pending extradition to Delaware and would face charges including 1st degree murder, possession of a Firearm During Commission of Felony, and Possession of Firearm Safe School Zone.

Capital Superintendent Dan Shelton said Towne Point was closed on Wednesday to allow staff prepare for the return of children on Thursday. Parents arriving to drop students off found heightened security with extra armed constables and police on hand to ensure safety.

"They believed this was no random act nor was it something that was directed at the school itself so we had no reason to believe there was a security risk," Shelton said.
