Greensboro Officer Involved in Anton Black Case Was Previously at Center of Dover Controversy

DOVER, Del.- A Greensboro, Maryland police officer authorities said is among those who were involved in a fatal encounter with a 19-year-old Caroline County man was previously acquitted in Dover, Delaware of charges tied to a 2013 incident in which he was videotaped kicking a suspect in the head.

Thomas Webster, then a corporal with the Dover Police Department, was seen in dashboard camera video released by the city kicking suspect Lateef Dickerson in the head during an arrest.

Webster in 2015 would be acquitted on assault charges tied to the incident but left the police department the following year as part of a settlement.

In exchange for Webster's resignation and ban from employment with the city, Dover agreed to pay Webster $230,000 over six years.

In February 2018, officials in Greensboro said Webster would be joining the town's police department, a move that drew some criticism from community members.

Four months ago, Webster was involved in the arrest of Anton Black, an incident in which officials said Black died in police custody following a report that Black was dragging a 12-year-old down a street.
