Berlin Man Sentenced for Defrauding Elderly in Ocean Pines

SNOW HILL, Md.- A Berlin man was sentenced in a Worcester County court room Tuesday for defrauding elderly victims when they paid him for home improvement projects, but never finished the job.

Pasco “Patrick” Allen, 47, of Berlin, was sentenced by a judge in a Circuit Courtroom to 18 months’ incarceration with all but four months suspended. Allen was also ordered to pay full restitution to the victims.

The sentencing comes after he was found guilty of one count of obtaining property by deceiving a vulnerable adult as well as three counts of failing to perform a contract in February.

According to the Office of the State's Attorney for Worcester County, the Ocean Pines Police Department received multiple complaints from elderly neighbors. It happened between October of 2017 and June of 2018.

Authorities said each person hired Allen to do various kinds of landscaping and home improvement projects. They each paid Allen, but officials said he did not complete the agreed-upon work. Investigators also discovered that Allen wasn't licensed through the Maryland Home Improvement Commission to perform home improvement work, which is required by law.
