Delmar Man Indicted on Home Improvement Fraud, Related Charges

GEORGETOWN, Del.- A Sussex County Grand Jury has indicted a Delmar man on home improvement fraud, racketeering and related charges.

According to the Delaware Department of Justice, William R. Parlier, 53, is accused of defrauding three individuals between April 2018 and February 2019, by taking payments for home improvements but never substantially completing the work.  Authorities said two of the alleged victims are elderly women, ages 69 and 71.  Parlier allegedly solicited several victims at the Lowe's located in Seaford, the DOJ said.

In addition to the aforementioned charges, Parlier was also indicted for theft, and carrying on a specific occupation without a license.

This investigation and prosecution are being handled by DOJ’s Consumer Protection Unit and Delaware State Police Troop 4’s Financial Crimes Unit. Anyone who believes that they may have been victimized by Parlier or has related information is asked to contact DSP Sgt. Mark Justice at 302-752-3806.
