Dover Passes Budget for New Fiscal Year, Taxes to Rise

DOVER, Del.- Taxes for Dover property owners will be going up as part of the city's budget for the new fiscal year.

Dover council members on Monday passed the city's $43.6 million general fund budget, which is balanced in part on an 8.6 percent property tax hike.

City Manager Donna Mitchell said Dover plans to hire more staffers so it hire more staffers and bolster depleted rosters in departments like public works and improve city services.

The city plans to expand its code enforcement efforts with additional staffers so it can crack down on nuisance properties around Dover.

    Smyrna police say a lengthy investigation has led to the arrests of two people for human trafficking and prostitution. 

    Police said that on Monday morning, Dec. 9, detectives  executed search warrants on a home in the 100 block of Holly Ridge Drive and at the Kiki Spa, located on East Commerce Street in Smyrna.  

    Officers took James Walls, 61, and Sha Shen, 64, both of Smyrna, into custody.
