MILTON, Del.- Delaware State Police have arrested a Clayton man on multiple charges following a road rage incident in Milton.

The incident reportedly happened shortly before 6 p.m. Wednesday, Aug. 21, in the area of southbound Coastal Highway (SR 1) and Broadkill Road (SR 16).

Police said three 17-year-olds were traveling southbound on SR 1 in the area of SR 16 in a car, when they were almost cut off by Russell H. Zern Jr., 30, who was riding on a motorcycle.  Troopers said both vehicles stopped for the red light at the intersection when Zern proceeded to pull up to the passenger’s side of the car and displayed a handgun. Police said Zern continued to yell at the passengers, spitting on the vehicle, and then proceeded to rip the gas cap off, before fleeing the area.

During their investigation, troopers were able to identify Zern as the suspect.  On Thursday, Aug. 22, Zern turned himself in at Troop 7 where he was charged with the following:

  • Possession of a Firearm During the Commission of a Felony
  • Aggravated menacing
  • Endangering the welfare of a child (3 counts)
  • Criminal mischief

Zern was arraigned before the Justice of the Peace Court and released on $20,600 unsecured bond.

A proposal in Delaware would outlaw homemade "ghost guns," which can't be traced because they don't have serial numbers or are fashioned from parts created with 3-D printers.

A Democrat-led House committee voted to release the bill Wednesday after an hour long public hearing, although its chief sponsor, House Majority Leader Valerie Longhurst, said she plans to amend the bill after meeting Tuesday with representatives of the National Rifle Association.
