Dover Ends Pursuit of Duncan Center Purchase

DOVER, Del. --- Dover council members on Monday formally ended the city's pursuit of a potential acquisition of the Duncan Center.

Appraised at $10 million by the city, the Duncan Center was viewed as a potential replacement for Dover's existing city hall.

However, council members voted to end months of negotiations between the city and the owners of the building.

"Basically, we couldn't get to the terms everyone was comfortable with," said City Manager Donna Mitchell.

The city had been exploring the purchase or lease of the building, which was built in 2004, for months. It currently houses the a number of offices through most of its six floors and an event hall on the top floor.

Although most of the negotiations involved Mitchell, council members discussed the potential acquisition of the building behind closed doors during executive sessions obscured by exemptions under FOIA for preliminary discussions involving real estate acquisitions.

Some of the sessions took place during hastily scheduled special council meetings, including one session that was scheduled just above 24 hours ahead of time.
