Millsboro Man Charged With Strangulation After Fight With Girlfriend

REHOBOTH BEACH, Del. - A Millsboro man has been arrested and charged with trying to strangle his girlfriend.

Just before 10 p.m. Thursday, Sept. 12, Rehoboth Beach police officers were called to the area of the second block of Olive Avenue for a report of a woman screaming.

Officers determined that a man and woman had been arguing and the woman had left in a vehicle and the man had walked away.  Officers found the woman still inside her truck about two blocks from the original incident.

The woman, a 46-year-old from Millsboro, alleged that her boyfriend, Jarrod Howell, 28, also of Millsboro, had been physically abusing her over the last several hours. According to police, the woman alleged that Howell punched her in the eye and grabbed her by the neck, choking her. Officers reported the woman had swelling around her eye and scratches on her face.  She also had signs of nose bleed.  She further alleged that Howell took her cellphone to prevent her from calling 911, according to police. 

Officers located Howell in his hotel room approximately one block from the original incident. Howell was in possession of the victim's phone and also had a pad lock tied to a bandana on his person.  Howell was taken into custody without incident.  Howell did not have any injuries.

Howell was charged with one count of strangulation, which is a felony.  He was also charged with one count of third-degree assault, one count of theft less than $1,500, one count of carrying a concealed dangerous instrument, one count of malicious interference with emergency communications, and one count of disorderly conduct, which are all misdemeanors.

Howell was committed to Sussex Correctional Institution in default of $7,000 cash bail.
