Millsboro Heroin Bust Leads to 2 Arrests

MILLSBORO, Del.- Delaware State Police say a raid on a Millsboro home led to the arrests of two men for dealing heroin.

Police said that on Wednesday, Sept. 18, troopers concluded a one-month drug investigation into the distribution of heroin at a home located in the 26000 block of Bay Farm Road.

With the assistance of the Sussex Governor’s Task Force and the Sussex Drug Unit, a search and seizure warrant was executed at the home.

Police said that upon arrival, officers located two men inside the home, 67-year-old Gregory Woudenberg, of Millsboro, and 55-year-old Richard Burns, also of Millsboro. A computer inquiry revealed that both Wodenberg and Burns are residents of the Bay Farm Road home.

Police said that a search of the home was conducted and the following items were recovered:

  • 143 bags of heroin (approximately 1.001 grams)
  • 13 1/2 narcotic pills

Woudenberg and Burns were taken into custody without incident and transported to Troop 7 where they were charged with the following:

Gregory Woudenberg:

  • Possession with intent to manufacture, deliver a controlled substance
  • Possession of a controlled substance in a Tier 1 quantity
  • Maintaining a Drug Property
  • Second-degree conspiracy 
  • Possession of a Controlled or Counterfeit Substance
  • Possession of Drug Paraphernalia

Woudenberg was arraigned before the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $13,400 cash only bond.

Richard Burns:

  • Possession with intent to manufacture, deliver a controlled substance
  • Possession of a controlled substance in a Tier 1 quantity
  • Second-degree conspiracy 
  • Possession of a controlled or counterfeit substance
  • Possession of drug paraphernalia

Burns was arraigned before the Justice of the Peace Court 2 and released on $12,500 unsecured bond.
