One Arrested, One Sought After 1,407 Bags of Heroin Seized in Seaford Drug Raid

SEAFORD, Del.- Delaware State Police say troopers arrested one person and another remains at large after a search warrant led to the discovery of a large stash of heroin, other illegal drugs and weapons.

According to police, members of the Sussex Drug Unit concluded a three-month investigation into the distribution of illegal drugs occurring at a home in the 24000 block of Concord Pond Road in Seaford.

A search and seizure warrant was executed Tuesday with the assistance of the Sussex Governor’s Task Force, Special Operations Response Team and members of Troop 5.

Detectives reportedly located Damon L. Dillard, 35, and took him into custody without incident.  Also present in the home was an 8-year-old child.  The owner of the residence, Bonnie Cannon, 51, was not at home at the time. 

During the execution of the search warrant, the following was reportedly recovered:

  • 1,407 bags of heroin approximately 9.849 grams
  • Approximately 29.12 grams of powder cocaine
  • Approximately 25.70 grams of crystal methamphetamine
  • Approximately 2.35 grams of raw heroin
  • Approximately 2.79 grams of marijuana
  • .22 LR KelTec rifle
  • H&R 12 gauge shotgun
  • Rossi .357 revolver that was reported stolen
  • Drug paraphernalia

Dillard was transported back to Troop 4 and charged with the following:

  • Possession with intent to deliver a controlled substance in a Tier 4 quantity
  • Possession of a controlled substance in a Tier 5 quantity (2 counts)
  • Possession with intent to deliver a controlled substance in a Tier 4 quantity
  • Possession with intent to deliver a controlled substance
  • Endangering the welfare of a child
  • Possession of drug paraphernalia

Dillard was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $105,500 cash only bond.

Bonnie Cannon currently has an active warrant for the following:

  • Possession of a firearm or ammunition by a person prohibited
  • Maintaining a drug property
