Two Men Arrested on Drug and Weapons Charges in Dover

DOVER, Del.- Delaware State Police on Thursday arrested two Dover men on multiple gun and charges.

Police arrested 22-year-old Jawuan Horsey, and 19-year-old Rayquian Horsey on multiple drug and weapon charges related to gang participation.

According to police, on Oct 24, the Delaware State Police Kent County Drug Unit, with the assistance of Kent County Governor’s Task Force, Special Operations Team, Dover Police Department Drug, Vice, and Organized Crime Unit, DEA Dover Post, ATF, and FBI concluded a drug dealing and gang participation investigation involving the distribution of marijuana and illegal possession of firearms at a home on the unit block of Harmony Hill Lane, Dover. 

Police say upon execution of a search warrant at the home, Jawuan Horsey and Rayquian Horsey were taken into custody without incident.

Authorities say, a search of the home was conducted resulted in the following items being recovered:

  • Approximately 9,979 grams of marijuana (approx. 22 lbs.)
  • (1) Smith & Wesson .40 caliber handgun
  • (1) Taurus .40 caliber handgun
  • 278 rounds of .22 caliber handgun ammunition
  • 61 rounds of .40 caliber handgun ammunition
  •  32 rounds of .45 caliber handgun ammunition
  • 4 rounds of 9mm handgun ammunition
  •  24 rounds of .380 caliber handgun ammunition
  • Drug Paraphernalia

Jawuan Horsey and Rayquian Horsey were transported back to Troop 3 where they were charged with the following, according to authorities:

Jawuan Horsey:

  • Possession with Intent to Distribute Schedule 2 Controlled Substance in a Tier 4 Quantity
  • Possession of a Controlled Substance in a Tier 5 Quantity
  • Possession of a Firearm by a Person Prohibited
  • Illegal Gang Participation
  • Conspiracy 2nd Degree
  • Possession of Drug Paraphernalia

Police say Jawuan was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $107,500 secured bond.

Rayquian Horsey:

  • Possession with Intent to Distribute Schedule 2 Controlled Substance in a Tier 4 Quantity
  • Possession of a Controlled Substance in a Tier 5 Quantity
  • Possession of a Firearm by a Person Prohibited
  • Possession of Ammunition by a Person Prohibited
  • Illegal Gang Participation
  • Conspiracy 2nd Degree
  • Possession of Drug Paraphernalia

Police say Rayquian was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution $114,500 secured bond.
