Harrington City Manager Under investigation for Time Fraud

HARRINGTON, Del. (AP) - A Delaware city manager has been suspended with pay pending an investigation into timesheet fraud.
News outlets report Harrington City Manager Don Williams was placed on administrative suspension Tuesday. Mayor Anthony Moyer says he is stepping aside to avoid any appearance of interfering with the investigation.
Former city planner Jeremy Rothwell spurred the investigation, saying he was wrongfully fired by Williams under the directive of Moyer. Rothwell filed a grievance and then demanded a severance package, but both were denied.
At a City Council meeting, Rothwell gave members Williams' timesheet and office surveillance footage, telling member Williams was paid for hours he didn't work.
Moyer says Rothwell is a disgruntled employee. Williams says Rothwell doesn't fully understand his job.
An "outside source" is investigating the allegations, according to media reports.
