Salisbury Man Arrested on DUI, Drug Charges After Found Passed Out at Traffic Light

SALISBURY, Md.- Authorities say a Salisbury driver was arrested for DUI and drug-related charges after he was found passed out at a traffic light while clutching a bag of drugs. 

The Wicomico County Sheriff's Office said detectives with its Community Action Team (CAT) were on patrol in the area of East Main Street and US Route 50 when they observed a vehicle leave a home known for illegal drug activity. 

Detectives were behind the vehicle while it was stopped
at the red traffic signal located at East Main Street and US Route 50. The signal completely cycled through but the vehicle did not move. Authorities said it appeared that the driver of the vehicle, later identified as Desmond Dequincy Brown, 31, of Salisbury, was passed out behind the wheel.

Detectives said that when they initiated a traffic stop and made contact with Brown, he was immediately startled by the their presence. 

Brown’s vehicle was still in drive and his foot was on the brake, according to investigators. Detectives said they observed Brown
holding a bag in his right hand that contained illegal drugs.

The sheriff's office said Brown was placed under arrest and found to be in possession of two wax bags containing suspected heroin, six wax bags containing suspected heroin residue, one plastic bag containing cocaine, one plastic bag containing heroin, and a dollar bill containing suspected heroin.

Detectives said determined that Brown driving under the influence of drugs. Brown admitted to being under the influence of heroin, according to investigators. 

Brown also told detectives that he did not have his license because he had just gotten a DUI. A records check revealed that Brown was charged with DUI related charges on Sept. 21, 2019.

Brown was charged with possession of heroin, possession of cocaine, possession of controlled paraphernalia, and driving under the influence-related charges.

Brown was ordered held held without bond in the Wicomico County Detention Center.
