Sussex County Animal Lovers React to Animal Cruelty Federal Law

SUSSEX COUNTY, Del.- President Donald Trump signed the Preventing Animal Abuse and Torture Act into law this week, good news for animal lovers across the county. 

The Preventing Animal Abuse and Torture Act (PACT) expands a law that was passed by Congress in 2010. That law banned the creation and distribution of animal torture videos. This law banned videos but did not outlaw the abusive acts. 

Valerie Biggs adopted a puppy from the Georgetown SPCA yesterday and she hopes that with the PACT Act, no animal is put in a dangerous situation again. 

"I don't shame anybody for doing things that they can't handle or don't want to but by abusing an animal that loves you unconditionally is heartbreaking," said Biggs. 

Chris Farrall, senior operations manager at the SPCA, said this law is the step in the right direction to protecting animals. 

"We have to be an advocate for them and hold people accountable that do terrible things," said Farrall.

Violators of the PACT Act now face criminal penalties of a fine, a prison term of up to seven years, or both.

The law bans abusive behavior including crushing, burning, drowning, suffocating, impaling and other bodily injury toward any non-human mammals, birds, reptiles or amphibians.
