PHILADELPHIA (AP)- Gov. Martin O'Malley and other governors are calling for a better partnership between states and the federal government to ease the impact of the nation's financial crisis on state governments.O'Malley met with President-elect Barack Obama and other governors Tuesday in Philadelphia. O'Malley says he hopes that a second economic stimulus package designed to invest in the nation's infrastructure can help create jobs. The governor says states have seen their budgets crippled by the slump in the national economy. He says the downturn has forced cuts in critical programs and services at a time when the middle class and working families need them the most.
