Harbeson Man Dies in Fatal Crash

HARBESON, Del.- Delaware State Police say a Lewes man is facing murder, assault and related charges in connection with a late Saturday morning crash that resulted in the death of a 74-year-old Harbeson man. 

Police said the crash occurred just before noon at the intersection of Forest and Harbeson roads, just south of Harbson.

According to police, 26-year-old Rashai L. Harmon of Lewes was traveling westbound on Forest Road. Police say Harmon-- who was wanted on several charges including violation of probation, terroristic threatening, criminal mischief, and criminal trespass-- was fleeing from Delaware State Troopers who attempted to stop him moments earlier. However, troopers said they terminated the pursuit after Harmon began driving in an extremely reckless manner.

As Harmon approached the intersection, police say he failed to stop at a posted stop sign and the front of his vehicle then struck the front center of a vehicle driven by 60-year-old Ludmilla Permint of Harbeson.

Police said both vehicles then came to rest on the south west corner of the intersection. According to police, Rashai Harmon then exited his vehicle and attempted to flee from the scene on foot, but was quickly taken into custody by responding troopers.

Charles Permint Jr., 74, who was a passenger in Permint's car, was removed from the scene by EMS and transported to Beebe Medical Center in Lewes where he was pronounced deceased.

A 23-year-old male passenger was also taken to Beebe Medical Center where he was treated and released with minor injuries.

Permint was treated for minor injuries and released.

Police said a 3-year-old female passenger was also removed from the scene and flown to the A.I. DuPont Hospital for Children, where she is being treated for serious but non-life threatening injuries.

A 26-year-old female passenger in Harmon's vehicle was removed from the scene and flown by Delaware State Police Trooper 2 to the Beebe Medical Center, where she was treated for non-life threatening injuries and released.

Rashai Harmon was removed from the scene by EMS and transported to the Beebe Medical Center where he was treated and released for minor injuries. Police say he was then taken to Troop 7 where he was arrested and charged with second-degree murder, two counts of first-degree vehicular assault, two counts of second-degree vehicular assault, four counts of first-degree reckless endangering, possession of a deadly weapon during the commission of a felony, endangering the welfare of a child, disregarding a police officers signal, second offense DUI, possession with the intent to deliver heroin, possession with the intent to deliver crack cocaine, possession with the intent to deliver marijuana, possession with the intent to deliver powder cocaine, resisting arrest, and multiple other traffic offenses. He was ordered held in the Sussex Correctional Institution for lack of $372,213 secured bail.

Police say the intersection of Harbeson and Forest road was closed for approximately four hours as the crash was investigated and cleared.
