Brazil’s Senate has approved legislation that strengthens the government's power to fight criminal gangs. The constitutional amendment will be sanctioned later this week. It's another victory for President Luiz Inácio Lula da Silva, who won reelection last week in a vote where crime was a key issue. The amendment creates a public security ministry and allocates more resources to combat organizations like Sao Paulo-based First Command of the Capital and Rio de Janeiro’s Red Command. The U.S. has designated both as foreign terrorist organizations. The legislation approved by the Senate on Tuesday was approved by Brazil's lower house in March.
