A federal judge has ruled that the man charged in the fatal stabbing of a Ukrainian refugee on a North Carolina train cannot currently stand trial due to mental illness. Decarlos Brown Jr.faces a federal charge related to the killing of Iryna Zarutska, which is punishable by death. On Tuesday, the judge ordered Brown to undergo up to four months of medical treatment to try to restore his competency.
