Elected officials are decrying a spike in mass shootings across the U.S. over the Halloween weekend. The shootings that happened in largely nightlife districts left at least eight people dead and dozens more injured. Federal authorities in Dallas plan to address their response to a series of shootings that left four people dead and 15 injured in the city's Deep Ellum neighborhood.
