Justine Cuccia

Justine Cuccia is an attorney, businesswoman and educator. Cuccia and her husband purchased a home in Bethany Beach in 2016. She has also worked as a substitute teacher in schools throughout Sussex County.

Cuccia's campaign focuses on managing development, improving infrastructure and preserving Sussex County's environment. She advocates for stronger land-use regulations that would require developers to account for the impact of new construction on roads, schools, emergency services and other public infrastructure. She also supports establishing clearer development requirements and ensuring infrastructure improvements keep pace with population growth.

Cuccia has raised concerns about traffic congestion, affordable housing, access to health care and the loss of wetlands and forests. She supports development policies that consider the needs of essential workers, including teachers, first responders and health care professionals. Cuccia also emphasizes bipartisan cooperation on local issues, arguing that land-use and zoning decisions should prioritize community needs over political divisions.
