One of the most comprehensive studies ever of flood risk has determined that more than 17 million people in eight cities along the Atlantic and Gulf coasts are at the highest risk of being affected by flooding. Using machine learning, historic flood data and 16 factors representing hazards, exposure and vulnerability, the study published Wednesday in the journal Science Advances has come up with what is likely the most comprehensive model of coastal cities’ risk of flood damage. Researchers are alarmed by the findings, including that more than 4 million people are at risk in New York City, alone, and that 99% of people and buildings in New Orleans are vulnerable.

President Donald Trump has again denied a request from Colorado’s governor to help people affected by wildfires and flooding. Trump initially rejected the state's Democratic governor, Jared Polis, after Polis sought the major disaster declaration last year. This week, Trump rejected Polis again on appeal. Polis and other Democratic governors accuse Trump of playing politics with disaster aid. White House spokesperson Abigail Jackson denies the charge. Researcher Andrew Rumbach with the Urban Institute think tank says Trump approves major disaster aid to Republican-leaning states at about twice the rate as Democratic ones. But Rumbach says he is not certain there is clear political bias.
The Trump administration approved major disaster declaration requests for at least seven states this week, according to information released S…

ITTEFAQ, Afghanistan (AP) — For several minutes after the earthquake struck, he could hear their screams. Then there was silence.
Homeland Security Secretary Markwayne Mullin has rescinded a rule that DHS expenditures over $100,000 be personally approved by his office. The decision Wednesday ends a widely criticized policy implemented by his predecessor Kristi Noem that critics said put a particular burden on the Federal Emergency Management Agency’s work aiding disaster response and recovery. It marks the first major action by the new Homeland Security leader, sworn in last week, to change a policy implemented by Noem, whom President Donald Trump fired in March. Mullin’s move is expected to ease a spending bottleneck that lawmakers and states said delayed disaster response and recovery funds.
