Northumberland, Richmond, Western Essex and Westmoreland.
* WHEN...From 10 AM this morning to 5 PM EDT this afternoon.
* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
