SALISBURY, MD - The Office of the State’s Attorney for Wicomico County has announced the sentencing of a Glen Rock, Pennsylvania man for Sexual Abuse of a Minor, Rape in the Second Degree, and Assault in the Second Degree.

According to the State’s Attorney, Joseph Duncan, 32, sexually and physically abused a minor under the age of 15 from 2017 through 2021. Duncan also physically abused another minor under the age of 9. Both children were in his care at the time. 

Duncan pleaded guilty to the charges yesterday, November 15th, and was sentenced today to an active sentence of 40 years behind bars. Once those four decades are complete, Duncan will be registered as a Tier III sex offender for life, subject to lifetime sex offender supercision under the Department of Parole and Probation.

“For far too long, these survivors were left to fend for themselves in a horrific environment instilled by this perpetrator,” said Wicomico County State’s Attorney Jamie Dykes. “Through these survivors’ courage, perseverance, and strength, light was shed upon this Defendant’s crimes. These convictions, and the resolute sentence imposed by the Court, have given voice to the survivors and delivered them the justice they deserve. I hope the outcome in this case affords the survivors peace and solace.”
