RIDGELY, MD - The Caroline County Sheriff’s Office has announced the arrest of two Romanian nationals accused of tampering with an ATM in Ridgely.

According to police, deputies were called to the Queenstown Bank on E. Sixth Street in Ridgely on April 24 just before 7:45 p.m. on reports of an ATM being tampered with. 

Authorities say they then located a skimmer installed on the ATM.

Skimmers are used on ATMS, gas pumps, and merchant point-of-sale terminals to capture card information. The Caroline County Sheriff’s Office says skimming costs financial institutions and consumers more than $1 billion a year.

Police say investigators then stopped a car matching the vehicle description near Ridgely Road and Eve;and Road. The two men in the car were identified as Dragio Mircea-Costin and Alexandru Popescu. Both Mircea-Costin and Popescu were charged with tampering with the ATM and taken to Caroline County Detention Center without bond.

The Sheriff’s Office says they learned the two men are Romanian nationals. U.S. Immigration and Customs Enforcement (ICE) was notified and have issued detainers for both, according to police.
