Governor John Carney (D) signed the state's $4.45 billion operating budget, several days ahead of the end of the legislative calendar for 2019. Earlier Tuesday, Senate lawmakers voted 20-1 to pass the operating budget, which represents an increase of more than 4 percent on last year's budget. They also gave final approval on $63 million in one-time expenditures for the fiscal year starting on July 1.
