With the stroke of a pen, Governor Larry Hogan (R) ended a 15 year battle between the state of Maryland and its historically black colleges and universities. House Bill 1 sets aside $577 million over a ten year period for HBCUs. Each year, the four schools will receive a portion of the funds.
