WORCESTER COUNTY, Md. - Six months after allegedly exposing himself to a group of women in Ocean City, the Cecil County State's Attorney, Edward Rollins, was found guilty Friday on two of the four charges he faced.
Those charges were two counts each of indecent exposure and disorderly conduct. One count of each charge per day, pertaining to when this incident took place back on the 21st and 22nd of June. Rollins was in Ocean City in mid-June for a State's Attorney's Conference being held in the resort town and he and his wife were staying at the Clarion Hotel. According to testimony in court on Thursday, four women on vacation from Pennsylvania were staying at the Atlantis Condominium building directly across from the Clarion at the same time.
Those four women took the stand on Thursday, each testifying about what they saw Rollins doing in his hotel room on June 21st and 22nd. Each of the four woman said that on numerous occasions, Rollins would open the sliding glass door to his balcony and be completely naked. The women testified that Rollins would appear naked when they were out sitting on the balcony of their rented condo. Each woman testified that Rollins would rub his body, make eye contact with the women, and inappropriately touch himself for them to see. One of the women even took photos of Rollins while he was naked so they could prove their story. The women also told a hotel staff member, who also testified to seeing Rollins' behavior on the 22nd.
Ocean City Police arrested Rollins on June 22nd. However, Rollins' attorney argued that his client was in the confines of his hotel room meaning Rollins was not partaking in lewd behavior in public. Rollins' attorney also said Rollins and his wife have no issue with nudity and while the photos taken do show that Rollins was naked, a majority of the photos show Rollins doing innocent things like texting or talking on his phone.
It took a jury about three hours and fifteen minutes to find Rollins guilty on two charges. Rollins was found not guilty of indecent exposure and disorderly conduct for what the women said took place on June 21st, but guilty of the same two charges for his actions on the 22nd.
