LAUREL, DE - The Laurel Police Department has announced the arrest of a 34-year-old man on rape and child sex abuse charges.

Investigators say they were alerted to allegations of sexual abuse by Jesse Frank in March of 2025. Frank was accused of committing various sexual crimes to a minor while in Delaware, according to police. Upon further investigation, authorities say it was discovered the abuse was continuous and committed in both Delaware and Maryland. 

Laurel Police say they coordinated with the Wicomico County Sheriff’s Office to locate and arrest Frank, who now faces the following charges in Delaware:

-Rape 2nd Degree x 2 (Class B Felony)

-Continuous Sexual Abuse of a Child (Class B Felony)

-Sexual Solicitation of a Child (Class B Felony)

-Sexual Abuse of a Child by a Person of Trust 2nd Degree x 8 (Class F Felony)

-Unlawful Sexual Contact 2nd Degree with a Minor x 8 (Class F Felony)

Frank was taken to the Sussex Correctional Institute in lieu of $304,000 cash bond.
