Judge Refuses to Lower Bond for Dover Photographer Charged After Sussex Tech Incident

GEORGETOWN, Del. - The photographer charged with taking illegal photos of students at a Sussex Tech homecoming dance will still have to pay $160,000 if he wants to get out of jail. 

A judge refused to lower Elias Stephens' bond Wednesday. The judge also imposed extra responsibilities on any bail bondsman who provides him bond. A Department of Justice spokesperson says that's to ensure Stephens appears in Delaware court.

Prosecutors say Stephens took photos under students' clothes at the Sussex Tech dance back in September.

According to officials, Stephens was working for an entertainment company that was hired by the school to run a photo booth at the homecoming dance. Detectives say they were able to identify multiple victims spanning the entire state of Delaware.

During the investigation, Stephens relocated himself to Mississippi, where a local police department took him into custody in January.
