Delaware State Police have released the name of a man who was shot to death in Dover late Thursday night. Troopers identified the victim as 23-year-old Jason E. Mills of Dover. An autopsy conducted Friday by the Delaware Division of Forensic Science has ruled Mills' death a homicide by multiple gunshot wounds, according to police.
