SALISBURY, Md. - A Laurel, Del. man who was previously sentenced to over a decade in prison in Delaware on child sex abuse charges is now facing another slew of charges in Wicomico County, Md.
35-year-old Jesse Frank was arrested in April of 2025 following a months-long investigation into allegations of sexual assault involving a minor. As WBOC previously reported, Frank pleaded guilty to two counts of dealing in child pornography and continuous sexual abuse of a child in his charge in November of 2025. He was sentenced to 14 years of incarceration in January of this year.
At the time, Laurel Police said charges against Frank were still pending in Wicomico County.
On Wednesday, Oct. 7, 2026, authorities in Wicomico officially issued a warrant for Frank’s arrest while he was being held at Sussex Correctional Institution.

According to charging documents obtained by WBOC, the victim told investigators in Georgetown, Del. that she had been assaulted in Wicomico County when she was 14. Frank, according to authorities, lived with the victim and her mother in Laurel and would purchase gifts for the teen in exchange for sexual favors.
On Dec. 23, 2024, officials allege that Frank told the victim’s mother they were going Christmas shopping and brought the child to Salisbury. According to charging documents, Frank sent photos of the items he bought for the girl to her mother. He then booked a hotel room in Salisbury where he sexually assaulted the girl, according to charging documents.
Frank now faces 13 charges in Wicomico County including sex abuse of a minor, second-degree rape, sexual solicitation of a minor, and assault.
A bail hearing is currently scheduled for Thursday, Oct. 8.
