DOVER, DE - Delaware’s Secretary of State has announced the suspension of the Delaware certified massage technician license of a Lewes man accused of sexual misconduct while running an unlicensed massage operation out of a shed.

According to Secretary of State Jeffrey Bullock, Robert D. Leech’s massage technician license was suspended on December 29, 2023. Leech is accused by the Delaware Department of Justice of using his position as a masseuse to commit unwelcome sexual acts on clients. The Department of Justice says four victims contacted the Delaware State Police after the incidents.

The Department of Justice said there may be more victims.

Delaware Code Title 24 allows the temporary suspension of professional licenses pending a hearing by the Secretary of State if the activity presents a clear and immediate danger, according to the Secretary. 

Leech’s license suspension will be in effect for 60 days while disciplinary hearings are held or the final disposition is decided. The Delaware Board of Massage and Bodywork has the authority to impose sanctions up to and including revoking a practitioner’s license depending on the result of the hearing.
