DOVER, Del.- City council members in Dover are considering a proposal to require panhandlers to have a permit. That change is part of an ordinance scheduled to be heard at a Wednesday committee meeting rewrites the city’s aggressive panhandler law to include a list of restrictions on who can panhandle and when. In addition to the proposed permit requirement, the ordinance also prohibits people from panhandling between sunset and sunrise and includes a section on panhandlers who mislead others about their intentions for donated money. According to the ordinance, the cost for a permit could be set at $250 with violations running offenders up to $500.
