Seaford Man Charged with Home Improvement Fraud

SEAFORD, Del.- Delaware State Police have arrested a Seaford man on multiple count of home improvement fraud and related charges.

An investigation began in September of 2018 when troopers received a report of a home improvement fraud. While at the Lowes in Seaford, a 72-year-old woman met a man who said that he was a contractor. The woman made an agreement with the man, later identified as 53-year-old William Parlier to do home improvements.

Over the course of about two months, the woman gave Parlier several checks amounting to over $6,000 to which she thought was going towards future labor and materials. Parlier never completed any of the improvements.

On February 14, 2019, troopers took a second report of a home improvement fraud regarding Parlier as well. In this instance, the victim was a 57-year-old man. He also provided several checks also totaling over $6,000 for home improvements. These were also never completed.

On February 16, 2019, troopers found Parlier in the Cool Branch development doing construction on a home. Parlier was taken into custody and charged with crime against a vulnerable adult, two counts of home improvement fraud by false pretense, two counts of theft by false pretense over $1,500, two counts of engaging in a contract business without license, and two counts of carry on occupations without license.

Parlier was taken to Sussex Correctional Institution of $12,200 cash only bond.
